Business Meeting Announcement

District 31 Council Member,

It’s only four weeks until biggest meeting of the year for District 31 Toastmasters — the annual business meeting!

The business meeting is where representatives of all member clubs gather to ensure District 31 is set up to continue fulfilling its mission by approving a new District alignment and electing a new District leadership team for the 2022-2023 Toastmasters program year beginning on July 1.

This year’s District 31 Business Meeting will be held virtually on Saturday May 7, 2022. The meeting will be called to order at approximately 10:00am, following a 9:30am opening address.

Voting members of the District Council include the Club Presidents and Vice Presidents of Education of all D31 Clubs in good standing*, as well as District Officers on the District Executive Committee (DEC)**. While anyone may attend the District Business meeting as an observer, only voting members of the District Council and those who will be presenting on District business by invitation of the District Director may participate in the meeting.

To confirm your attendance at the Annual Business Meeting, please register for the virtual District conference, CLCON 2022, on Zoom Events by April 30.

You will be asked to log in to a Zoom account that will tie to your registration, and allow us to verify who is attending and provide a safe and secure session. If you do not have a Zoom account, you can create one for free — no paid subscription is required.

Voting members of the District Council who register will be counted toward our required quorum and receive additional info on the voting process, which will be conducted using a third party online voting platform (outside of Zoom). Credentials Chair MJ Kahn will provide more information about how to cast your ballot.

Please note that per the District Administrative Bylaws, District Council votes may not be proxied to other members at online business meetings. District Council members must cast their own vote(s).

*Clubs are considered in “good standing” and eligible to vote if they have at least 8 members paid through September 30, including at least 3 members who renewed from the dues period ending on March 31. New clubs that charter in the month of April are also in good standing and eligible to vote.

Please note that due to upcoming planned Toastmasters system outages, April 24 will be the final day to process member payments prior to the District Business meeting.

**Members may hold up to 2 District Council votes from holding multiple President and/or VPE roles within the District, either in a single club or across multiple clubs. District officers on the District Executive Committee hold 1 vote in addition to any votes they hold as a President and/or VPE, for a total of up to 3 votes. District officer votes do not count toward the required quorum of 1/3 of member club Presidents and VPEs.

***The DLC report has been accepted and is considered valid under Protocol 9.0 of the Toastmasters Governing Documents. As a result, only candidates who went through the District Leadership Committee nominating process but were not nominated are eligible to run from the floor for the positions of District Director, Program Quality Director, Club Growth Director, and Division Director. No other floor candidates are allowed for those positions.

Any DLC-vetted candidates interested in running from the floor for one of these positions must declare their intent to run to the District Director no less than seven (7) days in advance of the business meeting.
